  1. Background

Rutgers WPF Indonesia is an organization that believes that sexuality and human reproductive health should be viewed positively without being judgmental and free from violence. Our vision is to create a conducive environment (gaining support from the government and the wider community) in realizing an Indonesian society free from all forms of violence, fulfilling the rights of sexual health and reproductive rights to be equal and non-discriminatory. Rutgers Indonesia also operates in some areas across Indonesia such as Lampung, DKI Jakarta, Central Java, Yogyakarta, Bali, North Sumatera, West Java, East Java, Central Sulawesi and NTB. Power to You(th) is a 5-year international partnership between consortium partners Amref Flying Doctors Netherlands (in collaboration with Amref Health Africa), Rutgers and Sonke Gender Justice, technical partners Choice for Youth and Sexuality and the Dutch Royal Tropical Institute (KIT) and Country Management Teams in Kenya, Uganda, Ethiopia, Malawi, Ghana, Senegal and Indonesia. The programme is funded by the Netherlands Ministry of Foreign Affairs (MOFA) and focuses on the eradication of harmful practices, such as Female Genital Mutilation/Cutting (FGM/C) and child marriage, sexual and gender-based violence (SGBV) and unintended pregnancies. The partnership believes change starts in communities. To trigger this change, Power to You(th) will strengthen civil society organisations (CSOs) to empower and increase the voice of adolescent girls and young women (AGYW). The Consortium fosters ownership at the country level, with locally formed coalitions and representation of beneficiaries in our governance. The Power to You(th) Consortium will support AGYW to increase their agency, claim their rights, address gender inequalities, challenge gender norms and advocate for inclusive decision-making.

  1. Position Summary

The Grant Officer will be a crucial member of the Power to Youth, reporting directly to the Program Manager of Power to Youth. The Grant Officer works across all divisions, including collaborating with finance, admin and human resources to ensure effective and efficient grant management and grantee selection processes. The Grant Officer will also be in charge of establishing a database of potential grantees, with full coordination with the PMEL team.

  1. Roles and Responsibilities
    • With full supervision of Program Managers and Specialist, analyze potential them for the small grant initiative
    • Analyze and map out the inputs from specialists and mentors who will be responsible for each theme
    • Connecting mentors with the specialist (by first coordinating with the Program Manager of Power to Youth)
    • Handles and organize day-to-day meetings related to grant management and record the process to formulate brief feedback for the betterment of grant management and procedures
    • Functions as a primary point of contact for Power to Youth program on small grant initiative related issues.
    • Applications administration – completion of eligibility and financial checks of grant applications, maintaining the database and informing grant applicants of progress.
    • Project monitoring and reporting – monitoring compliance of projects against Rutgers WPF Indonesia guidelines to grant holders as well as reviewing quality and supporting evidence of grant holder reports.
    • Develops, implements systems, and monitoring procedures to ensure proper grant application on pre-awards, award, post-awards, and close-out.
    • Communicates regularly with the Finance, Admin, HR and PMEL team, as well as the Program team.
    • Adheres to internal controls and policy on financial management, administration and recruitment.
    • Time Management – Working to deadlines to meet contractual obligations.
    • Problem Solving – being able to solve problems and think critically are key skills of the role.
    • Maintain working knowledge of the Power to Youth program and priority funding areas and remain abreast of current research, activities, and trends in the development and SRHR issues.

  1. Requirements and Qualifications

The Grants Officer will be motivated by a passion for the Rutgers WPF Indonesia’s mission and a drive for continuous learning and improvement. S/he/they will be a consultant, analyst, and problem solver with exacting standards and an eye towards creativity and innovation. This role requires an individual who can balance strong attention to detail and analytical skills with an engaging, consultative, relationship-focused approach to working with people. Essential skills for consideration include a highly-tuned detail orientation, strategic thinking, and a process and system mindset. A successful Grants Officer will be adept at managing a project from inception to completion and have an innate ability to prioritize and synthesize information in an analytical and systematic manner. Comfort with ambiguity and competing priorities is vital. Candidates should be exceptionally strong written and oral communicators, great listeners, instinctual information sharers, and network builders.

To qualify as a Grants Officer you will have:

  • A university degree in Business Administration, Public Health, Economics, or another related social science field is required. A Master’s degree is highly desirable.
  • Candidates should have a minimum of 3-5 years of professional work experience, with some knowledge or background in nonprofits or grantmaking and/or management systems.
  • Fluency in Bahasa and English (written and verbal) is required.
